How come I can't buy inquisitors?

Hi,

This must be a silly question, but I can't seem to find an answer. I've conquered a civ, including its holy city. Of course I want to eradicate his beliefs and install my own, so I want to send an inquisitor. But I can't buy it, I can only choose missionaries, some great persons and a few buildings.

What happened to the inquisitors?

Have you enhanced your religion, or do you still just have your first two beliefs (founder belief and 1 follower belief)?

Don't tell me Inquisitor are only purchasable by enhanced religions
