Is there a way I can give all Civs the first two era techs at the start of the game?
Or am I going to have to go and delete them all?

Yes, there is a way.
Open Civ3QEdit(you have conquests, right?) and then go to the top where it says 'Scenario.' Click on where it says Custom Player Data. Then, go back to that same 'Scenarios' dropdown and click on Scenario Properties. Click on the 'Players' tab and it should say 'Initial Era.' Click on Industrial times and you will start in that age. But you only did that for Player 1, you have to do that with every player for it to be fair.
