This is kind amusing for me. Why there is no more National Treasury in BNW?

Replaced with East India Company (Same requirements) to use the power of trades etc.
EIC is +4 (Compared to +8 for Nat Treasury), then +4 for all trade routes sent to the city. Kind of a pain because you can't use it to spam trade routes yourself, but I think the AI tends to send a lot to you because of the boost?
