Help with a custom civ

This is my first civilization, and I so far have had luck building it. My problem is that I can get the mod to load, but the moment I go to try and find it in the civ menu with the other civilizations I can't find it.

.modinfo file says none of your XML files have been set to load into the database. Hence, they have no effect on anything.
