Is it possible to mod a tech web for Civilization 5?

Wondered if it would be possible to mod a tech web for Civilization 5. Not concerned with if it's a good idea, or if anyone wants to do it, just if it's literally possible.

I used to mod on Civ 4, and if someone is aware of the tools and if it's possible, I might give it a go myself.

I think it should be possible, with some changes to the interface files (like TechTree.xml and TechTree.lua). There might be some problems related to scrollbars, as I heard it's not possible to add both vertical and horizontal scrollbar to the tech screen...
