bug when i acept the independence of a territory

always when i accept independence of a city or territory of my empire, i and the other leader get a unbreakable open borders and this is really annoying ¬¬

i declared war , opend worldbuilder and set peace... and the open border was there again ¬¬

what can i do to stop this??
