Difference Between 1.12 & 1.15?

It's all about the corruption and the FP. It's a lot better in 1.15. The FP works, and it's always worth it to build a courthouse. 
I think it's safer to say the FP works better than it did. It does have a positive impact, but keep in mind it will only boost the area of your productive core, not give you a second one.
