Can someone tell me how many turns I must wait to declare war after I tell the AI No, my troops are just passing through their area??? I am trying to avoid going back on my word.
 
I asked the question not so long ago, and got the answer that it should be 30 turns (standard speed, though not sure if the speed counts).
 
Unless there's some new information or confirmation from someone that does this often, I believe the answer is that no one knows for sure. Some players have seen the diplo hit after they've waited 50 or more turns. There are apparently different values for each civ that weigh how much this act offended them. I linked some of the previous threads about this topic. The bottom line -- I think it's probably better to confess and let the AI get the first shot off if you're not "just passing through."

Is the diplo hit with the civ you are attacking, or do other civs see you as untrustworthy? If the diplo hit is only with the civ soon to be crushed under the heal of your boot...then who cares?
 
I believe there is a diplo message for not going against your words. It's similar to the message that the ai told you not to settle near them and after 30 turns, a message comes up that you have kept your words.

Other civs know about it, and you get the diplo hit with them for breaking your word.

Yes, it's a universal hit. All of the civ leaders will call you "dishonorable" when you contact them and you'll get unfair trade deals or outright refusals to trade. I'm definitely not skilled at reading the code, but from what I understand different leaders have different "forgiveness" values and modifiers are supposed to fade quicker in G&K. The problem is that negatives in diplomacy gain momentum. A lot of the AI will just denounce because a friend, or someone they want to befriend, has denounced. So, once you've become the worldwide bad guy, it's hard to turn that around.
