(Well, maybe not need per se...) I've been able to build wonders early on in the game as Egypt in as little as 9 turns, and I'm sure it could be a whole lot less!

The Huns - Scourge of God - 9 (-1) "Atilla's Court" isn't even, and never has been, a city. The pasture production aspect also isn't all that great since it's not like the whole map is littered with livestock. Heck, you could get the same effect and more by just building a stable.

Venice - Serenissima - 15 (-1) Hasn't changed since I last downvoted it. Yes, it does provide a good cash flow. But one city is not going to be able to provide enough lux OR strategic resources to sustain a good empire IMO, nor can it build enough military units in time to wage any good war.

Take tradition and send a few food trade routes to Venice to get it to blossom in to a huge city, then get a military by puppeting city states. On higher difficulties city states will have huge militaries in the mid and late game. Venice can be the best city in the world if you play this right, and your huge amount of money can do anything you want it to.

Venice - Serenissima - 13 Too map dependent for me. My first attempt was on continents plus, somehow I managed to be the only city (both CS and Civ alike) on the entire east coast of the continent. More than half the game was gone before I could get even one sea route out of Venice. So for more than half the game my entire military was a very long way from my capital protecting routes and hunting barbs, if I had any warmongering neighbors I would have been smoked early but I was lucky enough to only share the continent with Siam, Byzantium and Brazil. I hated that game but I kept seeing rave reviews so I thought I'd try them again. In my second attempt no CSs had iron (weird right? but I guess it can happen), Venice had no iron but there was Iron just out of Venice's reach. I know iron isn't necessary all the time but to get locked out of frigates as a naval civ is just frustrating and it's hard to depend solely on fickle AI for a strategic. Both games the problems I ran into could have been easily solved with one settler of my own. I admit in both cases it got better in the second half of the game but then it just got mind numbingly boring because I could buy anything. Very frustrating beginning, complete boredom in the end, where's the fun?

I feel like this is going to come down to Babylon, Korea, and Poland. And as much as I love Poland's UA, science is just so powerful. Babylon's early academy catapults you out of the stone age so fast and delivers the extra scientists you need to lollerskate to your VC of choice after Research Labs. If the Scientist bulb is nerfed and the Atomic/Info eras exist in a meaningful way, I think Korea would pull ahead. But, for now, my vote is for Babylon.

As for the Mongols, even if I'm going for Domination it is very rare that I want to take out a city state. Much more useful to ally them or pay your next target to take one out and liberate it.

Venice - Serenissima - 14 Venice's UA is their civ. Sorry Great Galleas, you aren't the reason I'm going to play as Venice. I think Venice is one of the stronger civs in the game (like top 10ish), so their UA must be pretty good for that to happen.

Going to go ahead and wipe out Mongol Terror. Killing city-states is almost never a good idea. Pretty sure the UA is like this just because Mongolia is already overpowered with the Keshik/Khan combo so it would be dumb if they had an overly useful UA as well.

Since that leaves me with an extra - point I'm also going to knock off Population Growth. It is no help in going tall and it only helps in going wide after the point that the AI has already gobbled up all the good city sites. The worst UA in the game for the worst civ in the game.

I'll give my up vote to Nobel Prize. It's a grossly underrated UA that synergizes will with conquest; the GP's that you're going to have spares of are generals and admirals, so being able to get a free ally out of these is just fantastic.

Once you get steam your embarked units have 5mp and they go by that movement when disembarking meaning you get to move your infantry, ranged and siege equip up to 4mp and not their normal 2.
