Duisberg a City State?

Yes, anew city state emerged on my game the other night. It didn't show up on the drop down menu on the right (for my computer) where it shows how your relations are going, but it did show up as a trade route.

I believe it happened as Germany was being wiped out and another city state attacked and captured it. As the last city Germany had it was their capital so couldn't be razed.

Berlin can't be rezed, any other germans city can be rezed even if its the last germans city. Goes for all major civs. First city is "original" capitol and that one can't be burned.

You cannot raze the capital of a Civ. If the capital has been captured, the capital moves.

Duisburg is a German city. That city was conquered by a CS, not an AI, so that is how you figured it was a city state. That is also the reason why it didn't show up on the CS screen.
