How to change the government and music?

I'm new to Civilization IV and I have a couple questions.


1) I got Communism but did not change to it at the time I "found" it. How do I change to it now? I do know how to change the Governent Civics, but not this.


2) I know how to use custom music, I selected it on the options menu. However, I want to be able to switch the songts in game by pressing some button/s like ctrl+n or something. Is there any way to switch songs at all? I don't care if I can't change the shortcut.

Communism is an economic civic, labeled "State Property". You can find it in the fourth column, fourth down. It's a pretty powerful civic.

Haven't messed with the music before so I can't help you there.
 
Press Ctrl+M once to disable music, the again to re-enable the music. This effectively will skip the current song. I think it plays the songs at random though so if you have only a few songs (eg. 5 or so) then it might repeat the same song every now and then.
 
I have not heard of the keyboard shortcut to change music, except for CTRL-M.
as for state property, Joshua368 covered it all.
