Barbarian scenario - what is going on!?!?

Why can't I build a camp with my Camp!?!? What is its purpose otherwise???

your camp is your movable village..its where your new units start from

A nomadic camp? Interesting! But it starts out with a negative cashflow - I assume this isn't relevant? What about cities - barbarians can establish cities, right?

No, you can't conquer cities. You goal is to wipe out all other civilizations. It actually gets to be quite easy, and after a while you're just buying horse-archers and trebuchets. You get money for every improvement you pillage and every town you destroy.
