I've noticed this. It seems that cities can be only 4 tiles away from each other when on separate land masses.
I really wish the civilopedia would give this kind of detailed information.

As far as I know, the 4 tile rule had never applied when cities are seperated by water

Cities can be 2 tiles away from each other if there is water separating them.
This rule has been in the game since Vanilla.
And unfortunately for those wanting to mod to make increase minimum sea distances up to the same distance as the minimum land distance, it can't be done in XML.
