Directx9 version loads but not Directx11. Anyone know why?

The DX10/11 option was unavailable to me, too. Windows 7. This post fixed the problem for me.

EDIT: Or, you know, it could be your hardware.

I'm running Vista Hom Ed. with a Radeon HD 4650 graphics card that says its Full Direct X 10.1 supported and I yet I can only run DX9. Is Vista the problem? I was unaware that Vista couldn't run above DX9.
