To: Invitees to the so-called "Anti-American Summit"
From: Said Americans
CC: The world

This summit is not conducive to peace within the region, and only shows Brazil's hawkishness. It will only create further tensions within the region that are not necessary. The United States has no desire to pursue another war, and instead would rather focus on domestic development. We implore you to not attend, and instead seek peace.

However, we will pay close attention to the attendees of this summit, and keep their attendance in mind whenever we're engaging diplomatically with said attendees. We will not forget how you insult the United States of America.

To: Republic of Argentina
From: The United Kingdom of Great Britain and Ireland

We are, indeed, economically tied to Argentina and recognize the large Anglo population currently residing in Argentina. But moreover, we respect the Argentine people's commitment to the principles of freedom and democracy. We accept your proposal and will gladly sign a defensive agreement.

TO: So Called United States
FROM: Empire of Brazil

We know your past, and on it we can judge your future. Less than two decades ago you ravaged some of the invitees in a war of aggression. We seek a defensive alliance with the rest of South America and Central America in a stance to prevent your government from doing the same ever again.

To: Brazil
From: Paraguay

We will gladly join your Summit to discuss our mutual defense.

To: Brazil
From: Uruguay

While we respect your motives and ideas, we have no desire to provoke the United States further by attending your proposed summit. We will not be participating.

To: Brazil
From: Venezuela

We do not see why we should join such an obviously hostile and imperialist attempt by yourselves to establish your own monarchial rule over South America. We firmly reject any proposal to attend your summit or be involved in any mutual defensive operations. We do not believe the Americans to have an unreasonable government and believe you are doing nothing more than international fearmongering to advance your own dubious aims.

We're not convinced this summit or your treaties are completely of defensive intent.

The United States of America would like to declare that it recognizes the sovereignty of Venezuela, Chile, and Uruguay, and guarantees the independence of those nations. Furthermore, the United States has agreed to a mutual defense pact with Venezuela.

TO: United States of America

They are and always have been purely defensive. Brazil, unlike the United States, has a history of preserving democracy and we intend to keep the hemisphere safe by showing that united the democracies of the world have nothing to fear from dictators.

TO: Venezuela
FROM: Empire of Brazil

To say we, the Brazilian government, who has never fought a war to gain territory is a imperialist is bizarre. We respect your opinions, but your withholding from the summit only shuns you in the eyes of your peers. Brazil has no intentions to be an imperialist nation, and in fact the only expansions of our borders have been through peaceful land purchases. Venezuela forgets that the Americans had eyes on their lands as well, and if it wasn't for Brazil Colombia would not be the only nation to have suffered American violence. If your sovereignty and democracy are threatened Brazil will come to your aid.

To: Panama Canal investors
From: United States of America

This is a reminder to send funds this year for the construction of the Panama Canal. Please do so, to ensure that construction is completed on schedule. Remember, all investing nations get economic and military access to the canals at fares reduced to cost. Currently, investing nations include Spain, Japan, and Flanders.

The Confederation does not trust the Scottist government with any of its money whatsoever under any circumstances, and regards any unaligned nation that does as rather foolish. We find the Brazilian and New Spanish Nicaragua project a much more creditable idea, and may well invest in that in a future turn. Furthermore, it is our opinion that the Flemish government's decision to invest in the Panama Canal project rather than leaving this to private investors is a breach of its neutrality. We look rather dimly upon it and urge them to revise their decision.

To: Franco-Burgundian Confederacy
From: United States of America
CC: All those concerned

This statement is completely unwarranted. The United States has no qualms with the Confederacy up to this point. Whatsmore, this is none of your business. We are not asking for any more investment in the Panama Canal other than what we already have (currently half the canal is funded by foreign governments; we desire to pay the other half), so even if another nation desired to invest, we would not accept.

And we see no reason why the United States should not be trusted. We have always upheld our treaties. If the Confederates believe we are not to be trusted because of past wars, may we remind the world of the Confederate and Dutch war with Poland that stripped them of their empire for no reason other than imperial hunger. As Christ said (and, as you are good Catholics, you should know this), "How can you say to your brother, 'Brother, let me take the speck out of your eye,' when you yourself fail to see the plank in your own eye? You hypocrite! First take the plank out of your eye, and then you will see clearly to remove the speck from your brother's eye." If you're going to judge the present, the United States has no desire to instigate any wars, and would rather focus on domestic development. Our word is as good as anyone's.

We are willing to provide information on how exactly the United States will use the funds invested into the Panama Canal to any of the nations that have expressed the desire to invest, in order to further our credibility. There will be no deception regarding our use of foreign funds. So please, cease these uncalled for international insults and mind your own business. We will be sure to return the favor.

Somewhere in the diplomatic tempest we must have mistaken you for saying that you wanted foreign investment. At any rate, we nevertheless would not trust you with ours.

To the United States of America
From Flanders

Upon further review by Parliament of our deal, it has been decided that such direct investment in the Panama Canal is in violation of our neutrality as dictated by our Constitution and Treaties, and as such we must unfortunately withdraw our funding of the canal. Flemish businessmen have been encouraged by the government through incentives to invest heavily in the canal, and they have been able to bring together 20 EP worth of investment for the project. We apologize for the inconvenience and hope that our businessmen and yours will continue to do business on friendly terms.

The Treaty of Boulogne

The Kingdom of Flanders will renew its commitment to neutrality in international affairs, and the Franco-Burgundian Confederation recognizes the neutrality of Flanders and guarantees both its independence and territorial integrity.

We are interested in forming some sort of mutual agreement on the future of our continent. We would also like to create some sort of defensive league between our three nations, that will have the capability to react to and halt any unjust invasion of our continent by a foreign power. We hate the Americans just as much as you do, though we do have vastly different opinions on Spain.

To: Kingdom of Peru
From: Republic of Argentina

Argentina is willing to consider such an agreement regarding the future of the continent, and wishes to secure your mutual protection and friendship formally. We do not approve of needless wars on the continent, especially when other methods haven't been exhausted; would Peru be willing to consult with Argentina and Brazil before taking such action?

As most of us have agreed to some form of defensive alliance against the United States of America, we in Brazil suggest that we all work together to protect one another from the American threat and in doing so secure our own nations, people and resources from them. Brazil will hold a diplomatic summit this year in Rio de Janeiro, inviting all of your nations to send representatives to discuss the military protection of our brother nations and democracies.

We shall call this summit the Meeting of Allied Friends of Democracy Against the Tyrannical Regime in Washington D.C to Promote the Safety and Security of these Nations United also known as the Anti-American Summit

How is it an insult to discuss the past danger that your country has proven to be to free peoples of the Americas? While you may not be the administration that created such animosity, you have inherited this reputation from your predecessors. Our concerns for our collective safety and security are not an insult to your country, nor an avoidance of peace. The region is tense because the United States of America has made it so; this conference is meant to relieve these feelings.

Argentina and Brazil have guaranteed the independence and sovereignty of Uruguay for more than forty years; your guarantee is hardly necessary. Your guarantee of sovereignty to the tyrannical dictatorship of General Marquez Delgado does nothing to assuage us of your sincerity in other matters.

Your pact with the United States notwithstanding, we are committed to defending your sovereignty and independence as a fellow free and republican state. Long live the Republic of Venezuela! Gloria al Bravo Pueblo!

As we have previously stated, any such agreement would only be acceptable if Brazil were to consult Argentina and Peru before taking action on the continent, or Argentina were to consult Peru and Brazil.

To: The United States
From: Kingdom of Peru

Since you say you have no desire to pursue another war on the continent, why are you so concerned with the nations on the continent entering into a defensive agreement?

To: Argentina
From: United States of America

If our guarantee of Uruguayan independence is so unsubstantial, there is no reason for us to discuss it. As for Chile, we recognize the legitimacy of their government, and will defend them from any unwarranted aggression from any belligerent nation, such as yourselves.

To: Peru, Argentina
From: United States of America

We are concerned because we hardly see such a conference as conducive to peace or mending relations within the hemisphere. These pacts and "Anti-American Conferences" are only likely to further escalate tensions between the United States and South America, and furthermore we are not completely convinced they are of defensive intent.

To: Kingdom of Peru
From: Republic of Argentina

We agree, mutual consultation should be required before taking any action on the South American continent. We are glad that Peru is so amenable to peace and rational discussion; we look forward to working with you.
