Question about World Congress

Playing BNW for the first time and I just had my first experience with the World Congress.

The vote was to either support the arts or science, but it appears as if both won (negating each other). Is this a bug? or could it be a tie?

Can't say if its intended or not, but I can confirm the behavior. The votes seem to offset each other.

You don't vote for one or the other, you vote for or against one and for or against the other. It's totally possible for both to pass.
