Autocracy Level 3 Useless

Thanks for that reminder LB! Clausewitz’s Legacy is even stronger, at 25% for 50 turns.

Keeping with OP, for the other Ideologies, I pretty much pick Level 3 ones as soon as they are available. CL is more turn sensitive, so I am not usually quite ready for it as soon as it unlocks. But as others have observed, the lower level picks in Autocracy are very strong.

That's because it was a social policy tree back then.

Autocracy in gnk and autocracy in bnw are different then now that you say that.
