What is up with AI-on-AI action friendship?
I have a Civ that is based on Declarations of Friendship but the AI don't seem to want to sign a DoF with any other AI, and when it does, it's only one friend.
I even assigned a -30 DiploModifier for it, trying to make everyone more affable with it, hoping I would get more DoF but it is still very rarely.
These are the only four prints in my 29k-lines long log where it had more than one friend:
The games are being run on Deity, Immortal and King difficulties, with very similar results: 1 short friendship or none at all.
Help me solve this, because my Log is very sad, look at it:
