Event Triggers: Governor?

Is there a guide or info on what triggers cause specific events to happen?

Specifically, any hints or information on what causes the "Your King sends you a Governor, accept and pay 5000 gold, reject and relations suffer" event?

I'm pretty sure there is no guide but that specific event happens 100% of the time the first time you have a treasure of 5000 gold at the beginning of the turn. so unless you spend some money before that event that turn you should always be able to make use of it.
