Great Barrier Reef has unworkable fish resource

It was the southeast plot of the two reef plots that had the fish. Was using a pangaea-based map.

I poked around in the map lua and it seems like there should be some check in AssignStartingPlots:CanBeReef for the SE hex since the reef has a unique footprint, but I couldn't see how a regular wonder is prevented from having a resource in the center hex so I dunno. I guess this bug was in vanilla too.
