What the heck does this mean?

One in my latest game showed:

Harald 11,000+
Me 2300
Everyone else -350

I normally ignore this pop up but this latest one got me seriously confused. Ok, so Harald was warmongering and had 6-7 cities curtesey of Austria and Persia, so was doing a bit better than usual, but even so...

It's cash on hand.

You can mouse over any of those popups and they'll tell you what they mean.

Harold was just rolling in cash.

Ooooh!

Didn't even know you could mouse over those pop ups.
