Does the AI trade tech even though Tech Trading is off?

I wonder cause i think im doing very very well in my scientific research and always seem to be at par with the AI.

Just wonder.

What difficulty level? Prince or higher, and you're at a tech rate disadvantage against the AI. Their techs will be cheaper so they don't need as fast a science rate. I don't think the AI trades techs when tech trading is off.
