Well, something odd happend.
After building up my capital I attacked an enemy city on a different contient which was originally a city state. I libreated the city and all of the sudden my special luxury was attached to CS. It literally showed the Nutmeg alongside the other resources. I was quite surprised.
Is this working as intended?
