Please, help me test and improve my Civ II scenario "Eternal Cold War"

There is, but most of them are in deep states of contemplation, thinking of how to play around with the inner workings of old, old, old games.

Don't hold your breath waiting for an answer.

P.S. I don't know anything about scenario making or changing rules, I just enjoy playing ToT. Sorry I can't help :(

1. I would imagine any you did build would have very, very short lifespans.....unless the cold war goes on

2.So can a human player-if your opponent is aggressive/sneaky enough towards you, you can declare war.

For example-send a spy into opponents democratic land. Do something nasty. repeat. Eventually, the opponents 'Hawk party' will take control of the senate and allow them to declare war against you.

3.is there any way to forbid governments directly instead of just the technologies?

Alas, I'm not very experienced in Civ II. I need testers and Civ II experts in order to test gameplay and find loopholes.
So is there a copy of the scenario I can download?

1.For example, for unknown reason I'm not able to build a Nuclear Plant.
You can only build a power plant (of whatever kind) after you've built a factory in that city.

2.Also, it seems computer players can declare a war as democracies somehow sometimes.
The AI cheats. Sorry.

3.I wonder, is there any trick to forbid Despotism?
No technology is needed for despotism, so I think the answer is no.

When I first starting designing scenarios for Civilization ToT a few years back I did a lot of research on the different websites and forums to try and gather as much information and guides as possible. I believe you will find many such reference guides at the following links:

'Advanced Scenario Design (v1.8)' by Leon Marrick and Harlan Thompson is a particularly good document to start with for beginners.

There used to be a great search engine at http://www.civilizationsearch.com/ that allowed you to search on the various civilization forums. It seems as though it's no longer active. I wonder if anyone knows what happened to it?

For my part I've been particularly fortunate to have received much valued advice and feedback from veteran designers, artists and players like Techumseh, Agricola, Catfish, Curtsibling, Fairline, minipow01, Dr Garfield, Patine to name but a few. In that sense I am very grateful for all their numerous contributions.

Though the Civilization II forums maybe a shadow of what they were in terms of active members, I believe there are still many interested parties, myself included. Even though I've played all the different incarnations of the Civilization franchise, I always come back to the Civilization II forum in the hope of finding that next gem of a scenario.
