One thing to keep in mind is that the more crowded the map is, the better. I also wouldn't want to try it on any speed faster than epic, though apparently it can work on normal. I'd set up a custom game with the maximum number of opponents if you're playing HOF. On Terra in particular you should have multiple opponents within 15 squares. Might take a couple of restarts to get a decent setup. I don't see the problem with techs. You get free workers and excellent second/third cities. Make sure your research gives your captured workers something to do and get pottery early to deal with maintenance.
