I have worked toward an offensive, we are almost ready. I think we should build a road across the "Mountains of Misery" so we can take catapults into the heart of Carthage and put the hurt on them.

**Edit #2** to my fellow players - in a normal game I would completely turn off research now that we have the GLB. Is that wise to do in an AW game or do we need a few more techs (like construction due to our lack of water) ASAP before shutting down?

I think we can turn off research for a while. Really, math and iron working are what we need for our local conquest, and we have them already. Aquaducts aren't going to help much, because most of our current land is poor; we wouldn't grow past size 6 even if we could build them, with a couple of exceptions where we'd ideally be running settler factories instead of growing, anyway. I don't object strongly to researching, though. (In a normal game I'd never turn off research, because the AI are slowpokes, but in AW I would.)
 
Turn off research completely, give the lux slider 10 or 20%. I suggest we switch to Republic once Carthage is dead and buried.
 
I won a Regent AW game with the Aztecs in a Republic. WW never got me, I had all 8 luxuries pretty early, and used the lux slider all the time.
