Hi

i have bought civilization v and it keeps crashing when i start it up, ive went through lots of forums and tried everything.

Can you tell me if my computer is up to spec and if not what i need to upgrade to as it is driving me nuts

I put a spoiler into your post, if you're wondering what happened ;).

Just checking...your graphics card is under the minimum specs, so you'd probably have to upgrade it. Before you do that, you should try to update the drivers for the card. It's 2 years old, and maybe they improved it enough in the last time that it might be possible to run the game with a newer version.

Not really a hardware pro, i can just give a very, very general tip for a direction:
Everything which has Radeon 46xx, 56xx or 66xx or higher (meaning second number) or Geforce 46x or 56x or higher.
If you don't really have a clue and don't care that much about gaming, then just take the cheapest of these which you can find (would probably be around 70-80€/$).

For a more specific advice, the gues who really know about that stuff should give some hints. Anyone (tokala, timtofly) here?
 
With you having one of these...

Processor: AMD Sempron(tm) 140 Processor <<< single core "old" type of CPU not really up to the task of running the game.
and
Memory: 2048MB RAM <<<<< memory at minimum and having to share with the GPU, not good.
Windows 7 Home Premium 32 <<<<<< fine no issues there as the 4GB memory limitations do not apply.
ATI Radeon 2100 <<<<<<<<< really below minimum spec.
Dedicated Memory: 127 MB <<<<<< really not good at all.
Current Mode: 1366 x 768 (32 bit) (60Hz) <<<<<<<< compliments the rest of the system so ok, in that respect.

PSU - unknown but probably generic and low powered

...you really are up against it. Your GPU is below the minimum spec...

Even if you do that, which I suggest you do, you might still have a real issue starting the game with your PC's spec. But that is what I would do first and then post back and tell me what expansion slots that you have in your system. I see that it is made by Advent but without a model number etc I'm not aware of its expansion capability or if it has AGP / PCI slots etc etc etc. However noting all of your specifications I certainly would not think about upgrading just the GPU alone. You would need to ensure that you have the correct type of expansions slots for the graphics card that you could buy. You would need to ensure that the PSU is up to the job (enough amps on the 12v rail) to power it. As you have an older system I guess that your monitor is connected by D-Sub (could be DVI) and thus would need that connection from the GPU to the monitor.
Then if all that is done the CPU would be quite under powered to play the game. However as the CPU is an AM3 type a cheap "upgrade" could compliment a cheap graphics card providing that you do not need to change the PSU and the upgrades are possible.

But start with the driver updates first.!

if you feel too intimidated by that, the exact model number of your computer might be enough.
Specifically we would need to know the case form factor (i.e. case dimensions), PSU specs (should be printed on the side of the PSU), and mainboard model (can be obtained from the Mainboard tab of CPU-Z) for detailed recommendations.

For "just making it run" a new $50 video card would be enough, that sempron would be good enough for the lowest video settings.
 
I am still trying to figure out how direct x11 is working.

Have you tried playing under direct x9, or would that option not even be available? It seems to me trying direct x11 with that hardware would be futile. The other puzzle is why windows 7 32 bit? Not to sound offensive, but this system sounds like the lowest, just get by system of the year. Personally, I would not even try adding a new card, unless there is a hands on person who feels a new card is compatible with her system. I am not saying that it won't work. But the "box" may be as optimized as it is going to be. Especially if there are no AGP or PCIexpress slots for a new card to use.
