So I started a game as China, and I had done a few basic things like kill some barbarians and get a social policy. It was about turn 12 when My warrior stumbled upon Gandhi's capital. I just sent my warrior forward next turn and there was a second Indian city. The interesting thing was that both his capital and the other city were almost exactly the same size. So does the AI get an extra settler on Emperor or what?

Maybe, but the ai settles land faster in the higher difficulties.
At emperor, the AI gets massive bonus. For example, i would just be finishing off my great library and going to get some units when i see my neighbour greece already founding 3 cities. I believe you can get settlers from ruins(small chance, use shoshone for better chances).
