Neutral worker stuck inside enemy city, preventing me from attacking the city

I'm at war with Indonesia. One of Indonesia's city (Lublin) has a Greek worker in the city hex. I'm not at war with Greece. Indonesia just ended its war with Greece, and I think it took Lublin from Greece in a peace deal (which probably explain why the Greek worker is there).

Lublin is close to my core cities so it's important for me to take that. My units already surround the city, but I can't attack it without declaring war on Greece. I prefer not DoWing Greece now since I don't want to fight two major wars at the same time. I waited several turns and the worker is still tere.

I think it's a bug because it shouldn't happen. Either kick the worker out of the city when the peace deal happen (best option), or make the worker get out of the city in the next turn, or allow me to attack without DoW.

Save file attached. To reproduce the bug, please look at Lublin and attack it using some of my units nearby. Let me know if you need further input/help from me.
