So what I'm trying to do is create a building that will give +1 Production to all Tundra tiles, but only flat tundra tiles. This way, flat tundra will be on par with plains, and the hills don't get the extra production because they're already on par with plain hills.
As of now, I'm not sure how to make the building only grant the production to flat tundra tiles. Is there a way to specify that it should exclude hills?
