"Always War" for Major Powers only?

I finally got around to trying "Always War" using Really Advanced Setup. Though I'm enjoying the game, it doesn't work the way I hoped it would... It puts you at permanent war with all city states as well as other civs. I liberated a CS, and it immediately declared war on me

Is there a mod out there that ONLY puts you at permanent war with the major powers?

(Or have I missed something obvious... )

No you haven't missed anything obvious.

Pretty much all the Pre-Provided Advanced Set-Up Options for such things as Always War, Always Peace, No Religion, etc., are implimented with problematical 'holes' in the implimentation.

I don't know of anyone who has released an 'Always War' mod. I was working on one but there's a lot to consider and rebalance if a mod-maker wants to provide a more 'normal-seeming' game than just a full-out slog-match. Even with a full-out slog-match, in BNW there's the whole set of issues related to trade routes (and therefore what to do with Colossus and Petra).
