If you are from North America just go into NY or LA lobbies. You can also join groups like No Quittters group but you have to show that you are a serious player.

Multiplayer is active a lot. There are usually many players, all you have to do is have all the map packs and DLCs to be able to use most of the multiplayer rooms to play.
