4 coal hills, 8 normal hills, 8 bonus grassland and the city tile, so it's about 52-54. If you don't count Factory, Manufacturing Plant and Nuclear Plant

Highest I can get is 187, on a base production of 75 (4 coal hills, 10 normal hills, 6 grassland + grassland city square OR 2 oasis, 2 coal hills, 14 normal hills, 2 grassland + grassland city square)

In the first setup I get 7 grassland and 14 hills. So I get 7*4 + 14 = 42 food. Enough for a size 21 city. Unless I've made a mistake somewhere...
