In editor i cant see the entire Rules edit and the Scenario edit windows, i am using XP, and have the latest patch 
please help!

If you mean the buttons at the bottom, drag the rules edit window up off the screen until you can see the tops of the 2 buttons.

what screen resolution are you running at, it may be too small to see their entire popup window.

thanks all, but i looked into the Civ3QEdit help, and it told me to make my test size smaller and it worked. oh yea, when i tried to make a new tech, it qouldnt let me view the tech tree when i tested it.

If there's no room on the tech tree (it doesn't automatically place it, you need to set the coordinates) then the tech tree won't appear.

but it quits out of the program, the whole game escapes
There is more to adding techs than just editing the biq with the editor. Check out the creation & customization forums.

ok i will, and also how do you make new animations?
You should find some tutorials for everything you want to do in the creation & customization forums. I think there is a subforum for tutorials.

if your running 1024 x 768 go to settings -> appearence -> advanced -> fontsize=96dpi

also i was not able to see everything, but if i clicked enter after editing either rules or scenario, it had te same effect as clicking enter. i would switch to the lower DPI(96) because you can see much more on the screen, and much more is possible with the editor.
