Monty from the left and Cesar from the right are going at each other over my city of Rotterdam. With enemy units three deep, the population of 18 dropped one per turn and reached 4 before the good guys arrived from the north.
If a city is surrounded like this with no relief, can it go to zero population with no defense ability?

which is enough to support 1 population even if you are completely surrounded and cannot work any other tiles.
