How does "Monarchy" work in tradition?

"+1 gold and -1 unhappiness for every 2 citizens in the capital."

Does this include other civ's capitals that you take over? If so, would it definitely be worth going for tradition if you want early war? If not, would it definitely be worth going for liberty if you want early war? Thanks. I found a new civ that I love, the huns where I attack the entire continent asap, so I normally have a bunch.

I'm pretty sure it only applies to your own capital.

ill be the fourth, just your capital. once you take another civs capital it loses the palace and ceases to be a capital

EDIT: if you want to war early; go for honor.
