How can i use "Free Trade Agreements" ?

Hi

Before read this thread, English isn't my native language. sorry about that.

Now playing rev 1018 ver.

24 civs are exist, but only one or two civ can FTA.

In my memories, when i was playing rev 9**, I can agreement all civs. Am i wrong?

or because of each civs civic? But I didn't have any other choice, even RED word.
Such as Free Trade Agreements
It normally Free Trade Agreements. isn't it?
But It doesn't exist anywhere!

FTA is currently broken, I suggest you don't use it because it's causing problems with trading resources. Anyway the behaviour is intentional, you can not sign FTA with everyone but only between civs that are friendly with each other. This is because FTA is intended to become something powerful so I don't want civs to abuse it. I will change that mechanic by the end of the month anyway.
