warmonger for cities gained in treaty?

No. You only get penalties for cities you capture.
And what if the AI re-capture its city? Is the warmonger penalty permanent,
like it happened in one of my games where I only captured (and lost it a handful of turns later) a capital?
I have wondered about that. I am pretty sure there is never a warmonger penalty for re-capturing you own city. I am also pretty sure you get the warmonger penalty each time you take a city. So if you take a cap, major penalty applies. AI takes it back, no penalty to him. You recapture and keep the cap this time: second major penalty.
Can anyone confirm that?
I got from 2 or 3 leaders the warmonger penalty and during negotiating peace I only took 1 city.
Another annoying permanent penalty seems "you have made a DoF with our enemies" when the civ you have made a DoF with is destroyed during the DoF.

I'm sure you don't get a penalty from recapturing because you don't have to re annex and that's where you get questioned whether you want to annex or not every time you capture a city you didn't build.
