to Greece Civilization as UA by using LUA.

** I don't want making FakePolicy and giving it to civ.

Without making a fake policy, AFAIK that's not possible to do. :/

I think you just ignore cost altogether. Rob (R8XFT) gave a good run through on giving dummy policies in this post, and it looks like the policy's bare minimum requirements don't even include cost.

From the sound of his response, it sounds like he was more concerned over a dummy policy increasing the costs of future policies.

I'm fairly certain that the process to provide a dummy policy, as documented in the link above, should not increase the costs of any future policies -- at least I've not noticed any such increase.

The only visible difference is that your Civ begins with a higher score -- I think something like 4 more points than normal.
