UA: Universal Health Care: All non-Capital founded cities start with bonus citizens and food.
UU: Skraeling: Replaces Scout. Can found cities after Construction has been researched and moves faster in Hills.
UU: Royal Mountie: Replaces Cavalry: Ranged mounted unit that outranges most units in the Industrial era. Fights better in Hills.
