When you go into the city screen the tiles being worked are in a cross shape around the city and you can move the circles around to work the various tiles.
Now, my question is, does that mean that building improvements such as farms (and what about villages?) and the like are useless if they do not fall in that region? For instamce, the cultural boundaries of my city may extend much further, thus allowing me to build improvements further away that the cross area. Is there any point to doing this if it is not in the workable area on the city screen? And, if so, how do I utilize it?
