warriors not upgrading

I sometimes have problems upgrading units (warriors) when I have the right technology to make them swordsman and they are in a city that has iron. Does anyone know why this might be?

You either don't have a barracks in that city, or you don't have enough money to upgrade...

You also need iron connected with roads to that city.
