Would you really pick civs like Denmark, Songhai, Russia, Japan, India, Byzantium, the Celts, or America over Venice?
Are we voting on which civilizations we think are weakest/strongest, or which civilizations we like/don't like playing with the most? I.E. Venice can be very strong, but requires a playing in a different style than usual, which a lot of people don't like. Or someone who prefers wide domination play isn't going to ever play India.
Personally, I loathe the Mongols entirely because of their UA (even though their unit/khan is hella strong). If we're voting dislike and never play, I vote them down first. If we're voting what we think, theoretically, is the strongest/weakest, I wouldn't.
I think you vote however you want to justify it. There are some weak civs that are going to go pretty quick early on but most civs are pretty balanced imo. It's going to come down to personal opinion and experiences in the end.
The ones I'm voting down are the ones I'm least likely to choose when starting a new game. When I'm scrolling through the list the ones that make me go "Ugh, no way!" are going first.
