A very basic question

I am a long tiem Civ II classic player that is just now beginning to create scenarios. I have one big problem though: I can't seem to figure out how to add structures to the cities I create. I know how to change the city's size, change the terrain around it, even copy the the improvements of other cities. But I have been unable to find a way to add stuff like temples, marketplaces, and factories to my scenario cities. PLEASE HELP!!!

If you have cheatmode activated(which I think you do) simply go into the cities, select which thing you want, and then click the cheat button right next to "ok" a message will appear saying "Poof! Construction complete"
