Declare war vs. Sneak attack

I've noticed (at least in levels up to and including Prince) that the AI will DoW and then (it at all) attack, whereas I position my troops and launch my attack. Is the war monger penalty less if there is more of a "lag" between DoW and the actual initial attack (i.e. declare war in one turn, attack a turn or more later versus attacking and replying "Yes" when the game asks if I want to declare war (because, you know how those artillery pieces will just fire off by themselves!).

Everytime the AI has declared war on me they first put most of the troops at my border.

Yea, the AI isn't good at sneak attacks.

I've seen the Zulu position troops on their target's borders, rather successfully too.
