I not like the United Nations have gone out of the game

7 delegates is pretty huge that'd be pretty unbalanced. The globalisation tech basically fulfils that anyway.

UN funding is on a sliding scale based on national GDP. The US GDP is about $16 trillion, so we fund the UN to the tune of $5-10 billion per year. Call it $8 billion a year, and you've got 1/20 of 1% of GDP. In Civ 5 terms, for that to be costing you 50 gold per turn, you'd need a per-turn income of 100,000. Good luck with that!
