Do AI Civs suffer any penalty when adopting rationalism if they previously went piety

sorry if this is a repeated question, G&K by the way:

I've seen in several games that an AI civ (e.g. Siam) has both Piety and Rationalism policies when I've been checking where the competition is on the Global screen - I've never done this but I thought that there was an anarchy penalty to it? Or is that just for the human players?
 
In Brave New World, there is no penalty as the two are not mutually exclusive any longer. I'm not sure how it worked before that, you got a period of anarchy and one of the trees was inactivated I guess?
 
In G&K, the prior tree (presumably Piety) and its policies are disabled when you open the conflicting tree, and you have 1 turn of anarchy when you open the conflicting tree.

what does the one turn of anarchy consist of? Do you lose all production?
