It depends on which AI is rushing you, and if you're able to bribe that ai to go somewhere else when you see their troops near your borders. On deity it is very hard to get enough to defend against an AI if you only have 1 city.
 
I have 3 troops they have 12 it seems
That ratio is not too unusual in my experience. City walls, swordsman, two CBs, and decent terrain should be enough to hold off a typical early AI carpet -- which will be mostly warriors and archers with a couple spears and maybe one cat. The AI is just terrible at warfare, over estimates its chances, and basically uses raw unit count to determine if it likes the odds. But if your 3 troops are a warrior and two archers -- yes, you are doomed.
 
Well, I am with sclb in that my first choice would be to bribe the AI to take his early affections elsewhere. Construction is okay, but the other warfare tech very much steers you off the best path for growing your early empire. But one has to be flexible!
