Today is Sunday, so people have 3 more days to get orders in, the deadline still being this Wednesday evening. I have 16 of 21 player's ordersets (22 countries), which means 24% of you haven't submitted orders yet.

To encourage players with claims but no orders to submit orders, after the deadline passes I will accept any orders for any country that is order-less from anyone - whether that's the player who claimed the country or not. It'll be a free-for-all, and whomever gets orders in for a country can keep that country. This will last for 24 hours and then I'll be doing NPC orders for the countries left.

@Everyone else: I'm appreciating backgrounds and descriptions of government, they're looking good and will be helpful for me.

Born of a coup by the Argentine military in the early years of the crisis, the Republic of La Plata has a tradition of democracy and citizen rule that is increasingly important in the context of an "outpost of civilization" surrounded by barbarian and warlord polities. Despite being ruled by a parliamentary assembly that elects a president and cabinet the Republic is in practice an extension of that military coup, with the descendants of the Argentine officer corps' members serving as eminent political figures and national heroes. The "Army of the La Platan Republic" is the largest employer of the Republic's population, second only to the successors of regionally powerful corporations, the contemporary trade guilds. Significant manufacturing and industry survives in Buenos Aires and its suburbs but outside of the metropole subsistence farming and a pseudo-feudal social structure predominates. These quasi-feudal "outer districts" have what resembles an entrenched planter class of landlords who are continually elected to office by their sharecropper serfs. Only recently has enough stability and prosperity been achieved within the Republic's borders for its rulers to look beyond their bounds and seek to restore the rule of law and order to the surrounding regions. Catholicism and organized religion remains a significant force within the Republic as a culturally unifying institution. In the absence of contact with the rest of the world, local bishops have created a "Pontiff of Buenos Aires" who serves as a kind of Pope-in absentia. Attempting to frustrate the established military and guild-based power structure of the Republic would prove suicidal for the "Church of La Plata," and so the Pontiff and his ministers give the political sphere a wide berth.

Settlement and Expansion
-Regiments from the army will be deployed to begin constructing forts and reclaiming roadways and railways across the Rio de La Plata in what was formerly Uruguay. These troops will be supplemented by the arrival of citizen militia to hold positions (fortified or otherwise) established by professional soldiers as they advance. Professional troops will be used to expand the front of our efforts here, as we anticipate significant resistance by local warlords or tribal barbarians. Use what modern military equipment we have to crush these resistors and establish the authority of the Republic over the whole of Uruguay. Reclaiming urban centers like Montevideo may require significant manpower and fighting and if so should be undertaken slowly and carefully so there are no horrible routs, quagmires or other embarrassments. If at all possible these efforts should include portions of southern Brazil.
-Expansion west to the Chilean coast should include the use of professional soldiers, but should require significantly less investment of manpower than in Uruguay. Reclaim old road and railways if they exist and use them as guidelines for further expansion, but if not, construct makeshift roads into the mountains and begin establishing forts and settlements along the mountain passes and down into the coast. Once the coast is reached establish a larger fort there and begin exporting peasants to establish more permanent settlement.
-In the south it should be possible to expand into the Patagonian badlands without the devotion of military force, but citizen militias should be used to establish forts and survey the region. If necessary send a regiment of professional soldiers down here to scare off barbarians or defeat some local warlord, but settlement of this region should continue apace because barely anyone lived here before the crisis.

Settlement and Expansion
-Focus the bulk expansion eastwards, into the fertile soils of Ganga river valley. We already control the Indus. So, we're going to begin colonizing the region. Establish a program where we help companies in our territory (or the companies controlling the government) to fund expansion and create colonies under the Pakistani flag, and they can reap any of the benefits from this colonization. The ideal is that this should encourage rapid expansion. The locals will be mostly Hindu, and may not appreciate rule by a majority Islamic country, so be cautious, but don't hesitate to use force.
-Also, make some tentative efforts to begin establishing coastal enclaves along the Indian subcontinent's west coast, particularly in Gujarat for now (like in Daman and Diu and places like that), but if possible (and this would be smiled upon) southwards into Maharashtra as well. Each should be well-protected by the military. The ideal here is that we should establish control over the coast first before we grab the interior.
-In fact, for the Gujurat mainland, we can just send in the army and take the place wholesale, the parts that are desert at least. Do so, but don't overprovoke the locals.
-One other minor thing, send some boats to secure as many of the Indian Ocean islands (within reasonable distance of course) that we can.

- 1 points into Agriculture. We control the land between Godavari and Narmada. The land is fertile to grow several crops, all through the year. The coastal hilly areas are also suitable for cultivation of cash crops like tea and coffee. Hopefully, the newer improved production of crops would ensure a rich growth of populace, which in turn can be used to expand our areas of control in future years.

@bonefang: you have 2 points in agriculture and also 2 military policies - you can only obtain an extra economic policy if you use one of your military policies on "economy over military" - so would you prefer having only 1 point in agriculture, or removing a point from either the tech branch or army?

We are still land-locked. Should our army fall behind, it will completely eliminate any possibility we may have to defend ourselves or eventually expand our borders if it comes to that. That said, the state of the economy is distressful, we ought to do something about that prior to any major military build-up.

Northward. Attempt to cut across the edge of the Carpathian mountains and follow the Vistula river north for our expansion efforts. Send the usual military escort. Any natives should be negotiated with and assimilated peacefully into our nation. Similar expansion into the Wallachia region is a secondary target and priority if resources permit such.
 
ORDER AMENDMENT: The Russian Constitution will have a clause saying that Russia is an undivided nation with legal jursidiction over the entire former Soviet Union. Hence no other state can be recognised as controlling land within that area, although Russia can negotiate temporary truces with them if necessary, and no land in Russia can ever be ceded to non-Russians.

It also has provisions for compromise in a future union with the Far Eastern Republic, however. This would involve Constitutional amendments.
 
The order deadline has passed. The Far Eastern Republic and Venezuela can be claimed by whomever gets orders in for them first in the next 24 hours, including Tycho if he decides to send orders for the FER.
