Can see why those cities are still independent.
Thus is similar to C2C in its barb cities. they seem to have garrisons the size of Alaska. And they take forever to whittle down. Especially when your in a archipelago with 2 barb cities and you being all civilization there. Not fun. it was abandoned needless to say. couldn't get the cities down over the swarm of attacking forces.
